Also settings to change
Build branch updates build pull requests "ON" on the portal.

Potentially related to dotnet/msbuild#2168

Travis has only 2 GB Ram & 1 GB swap size available. It is possible that we are running out of memory while building. Using Ubuntu VM we almost hit 0 memory left.

With enabling sudo travis passes. filed #8755 to remove sudo. Enabling build with sudo for now.

#8749 re enabled travis CI on dev with sudo
2ba1dc0 removed sudo for testing (and resolved #8755)

aspnet/KoreBuild#256 gets travis green.
