Even though we want to do at least some SQL pregeneration at AOT-time (#29753), we still need the 2nd part of the query pipeline to be available at runtime (because of non-cacheable SQLs, SQL permutation explosion with many parameters). This means we need to annotate it for AOT/trimming.
