Add "New Linux Distro Release" checklist back to this repo

The "New Linux Distro Release" checklist was removed as part of #5102.

There was nothing sensitive in that checklist and tracking new distro releases publicly provides value and transparency for users. It should be added back to this repo and removed from the other repo.
