dotnet/runtime#100536 is fixed so these images should be added back to this repo. This commit can be reverted: 05f4c58

There is also a workaround (dotnet/runtime#100536 (comment)) so we could conceivably publish Preview 3 images with this env var set. It may not worth the return on investment though.

These images are now available again in .NET 9 Preview 4.
