[6.0] Revert Ubuntu.1804.Armarch.Open change #44074

Reverts part of this change because Ubuntu.2004.Armarch.Open doesn't exist and fails some helix runs.

Otherwise, please add tell-mode label.

@mmitche I'd like to do this proactively to unbreak our aspnetcore-helix-matrix builds. Is it too late for this month❔
