It appears that the default value of the Microsoft.Data.SqlClient.LocalAppContextSwitches.UseMinimumLoginTimeout has changed from 'true' to 'false' in commit b02cf41. The triple slash summary still states that the default value is 'true' which is inconsistent with the code.
Expected behavior
The comments suggest that this is meant to be true by default
