BUG: GetTargetPathWithTargetPlatformMoniker target missing on 3.5.103

Similar to #751. I've seen an issue with GetTargetPathWithTargetPlatformMoniker

I've just successfully tested the workaround of

<Project>
  <Target Name="GetTargetPathWithTargetPlatformMoniker" />
</Project>

For reference: The failing project was https://github.com/dpvreony/Vetuviem/blob/dependabot/nuget/Nerdbank.GitVersioning-3.5.103/src/ReactiveUI.WinUI3.ViewToViewModelBindings/ReactiveUI.WinUI3.ViewToViewModelBindings.csproj which is doing some specific targeting in relation to WinUI3.
