For backwards compatibility, pythia files used in testcases are made available when debugging.

As debugging now happens in the sandbox, which is present for all python judges, this leads to some inconsistencies.

Some things to consider:

Make TESTed testcase files available when debugging
Make TESTed testcase files displayable and downloadable in dodona
Allow users to define a default set of files made available in the sandbox (before needing to debug a specific case)
