Support searching for a phrase on the main search page

Is your feature request related to a problem? Please describe.
It would be nice to be able to search for a phrase without having to go Advanced Search.

I was only vaguely aware of Advanced Search and didn't realize it provided that functionality (my bad), but still, it seems like a common enough use case to support it directly without going to Advanced Search.

Describe the solution you'd like
My expectation is that if I enter a phrase in quotes, it would search for the phrase. This seems like a common pattern, e.g., Google and CloudWatch handle it this way.

While investigating, I couldn’t find a clear way of configuring the elasticsearch to combine both exact phrase and just the words.

For example, currently if we search "variant caller", the search looks for two words: variant and caller. We want it to be the whole phrase since its in quotes. However, if we search "variant caller" workflow We want to separate it to query for both variant caller and workflow.
