[question] connect: connection refused for local registry

I created my local private registry and push an image through the command bellow.

docker run -d -p 5000:5000 --restart=always --name registry registry:2
docker push localhost:5000/nginx:1.0

Then I can check and pull the image successfully.

docker pull localhost:5000/nginx:1.0
curl localhost:5000/v2/_catalog

But when I pull the image in a Dockerfile through "docker build -t aaa ." command, the error occurs.
Dockerfile:

FROM localhost:5000/nginx:1.0
RUN echo "------------------------"

ERROR INFO:

error: failed to solve: rpc error: code = Unknown desc = localhost:5000/nginx:1.0: failed to do request: Head "http://localhost:5000/v2/nginx/manifests/1.0": dial tcp 127.0.0.1:5000: connect: connection refused

I have spent too much time on it, but no effect. Hope some one could give me some suggection. Thanks.
