UX: Turn severities below Error off by default #125

This PR makes the severity checkboxes like this when you open Logster:

This is a change Joffrey asked for, and I think it makes sense, at least for us at Discourse. I almost always turn off everything below 'Error' whenever I open our logs, so it would be nice if Logster did this for me.

Are you OK with this change @SamSaffron? Should the default severity levels that are on by default be configurable?

Sort of fine with this, can we use localstorage to remember what changes I made. The default is fine, but it should be easy to change it.
