Consider short window for SLC validFrom/validUntil #109

We might want to add a relative short validity period to SLCs by default (and perhaps allow for an option for this in the issuer instance config). Adding this would require either on-demand or scheduled republication of updated SLCs when the validity period expires / is close to expiring.
