Describe the bug

In Determined 0.19.3, filters/sorting preferences selected in one workspace/projects table (or uncategorized experiments table) are also applied to tables in other workspaces/projects.

Reproduction Steps

  1. Select uncategorized experiments table and add a filter or sort by a column
  2. Open up another workspace/project and observe that the same filter is applied there

Expected Behavior

Ideally, filter/sort settings should not carry over between different tables.
