Feature description

One of the simplest ways to manage terraform versions across multiple terraform projects is to use tfenv. This tool has been discussed previously in #5797.

Configuration for the tool is extremely simple and just puts the terraform version (e.g. 1.8.2) in .terraform-version.

Dependabot would just need to check for the one file that always has the same name and see if it's at the most recent version of terraform :)
