Text of vfep-1171 (Rails 7 upgrade)

As a VFEP developer
I want GIBCT to be upgraded to the current VA version
So that It does not hinder future deployments
Acceptance Criteria:
Gems need to be updated and dependencies need to be met for the upgrade of rails from version 6.1.7.7 to 7.0.8 The GIBCT works as expected after the upgrade.

Technical Details:
Numerous changes to configuration files.
Name space changes for Zeitwerk
Added some missing model RSpec tests

Feature Flag needed: No

Definition of Done: GIBCT works as expected with no issues

(x) Passed all internal testing
(x) All work documented in Jira ticket

Test Coverage
All RSpec tests passed. Sandbox end to end testing passed. No issues.
