Last babel/core upgrade breaks webpacker compilation

Describe the bug
The @babel/core upgrade to 7.17.3 breaks the webpacker build : https://www.npmjs.com/package/@babel/core

This may be related to: babel/babel#14272

This is caused by babel/babel#14273 (comment), which is now fixed in v7.17.4
