expect: https://identity.foundation/sidetree/spec/#did-unique-suffix

to lead to a definition.

I'm seeing the same issue with https://identity.foundation/sidetree/spec/#unpublished-did-resolution, but anchor tags are working generally (for example: https://identity.foundation/sidetree/spec/#hashing-process). I believe did-unique-suffix and unpublished-did-resolution are sections that no longer exist.

@csuwildcat any chance we can get a "spec-up" clean up for sidetree? I expect its getting a lot of views now.
