Display tailscale connection delays in workspace creation

          @Tpuljak i would suggest that if it establishes a connection under 3 seconds, then proceed as it does now. After 3 seconds would show a log to the user something along the lines of "Connection to tailscale is taking longer than usual" With this the user is prepared and informed what the issues is. 5 seconds after that we can display an error along the lines of "Connection to tailscale could not be established and WS creation aborted. Please check your Internet connection or the status of the tailscale"
