Normally, we'd release this Friday, November 25. However, this is a holiday in the US so lots of folks will be out of the office enjoying time with their families/friends. Given this, and the fact that we had an off-week release last week (xref #292), I'll propose we push things back a week and release next on Friday, December 2.

Added dask/distributed#7326 to best effort

I've gone ahead and scratched dask/dask#9619 from the best effort section for this release. Let's include in the next release.

Just as a heads up, I'll plan to push out this release in a couple of hours
