I often highlight some text and note something below
Sometimes I just want to find the text that I note , and it will take so long to search in the full page
So making the text noted into a pop window like diigo will be a fast way to find that

I'm not sure I get you. Is there a screenshort about the Diigo behavior you mentioned? Diigo seems to be a paid service and I cannot test it.

By the way, Diigo can be used freely without pro features and it's also a good extension

For the inline comment icon, a concern is how to style it so that it's consistent with the corresponding highlight, whose style can be customized to almost anything in ScrapBook. We may need a good idea to design it, or an alternative.

As for the popup annotation list, it seems to be something possible, but not quite easy to implement. Additionally it would possibly be only available in the WebScrapBook editor and not available when viewing the saved page in a browser without WebScrapBook installed.

FYI: The feature to locate the previous/next annotation in the page has been implemented in 0.121. It should fit some related demands, although not 100%.
