Problem

For consumers like stride that were previously standalone chains, a governor which is jailed cannot be unjailed. Belief at the time was that jailing/unjailing governors was a n/a idea and the methods weren't needed.

In stride's case tho, a governor can be jailed when going below min_self_bond, we need to enable unjailing for govs.

Closing criteria

Enable unjailing for consumer governors
