Topic data response differs from API schema

Within the Topic (v3) API group, the topic data returned by the GET /clusters/{cluster_id}/topics/{topic_id} endpoint doesn't always include partitions_count. However, it is marked as required by the OpenAPI schema.

In our usage, it is often absent in the response data. Most likely, it occurs on topics that have only one partition.
