Improve standalone clang-cl (and even ClangCL VS toolset) support:

  • Review and improve runtime management.
  • Review C/CXX flags added.
  • Add more functional tests.

After reviewing some related issues, I'm closing the issue. I think it's good enough for now and it seems it's not a very claimed issue.
Indeed, we're trying to improve the general way that we're adding specific flags so it could help to improve it.
