Ideally this auto-starts workspace and unmarks as dormant.

@bpmct We also have a bug where clicking to a workspace VS Code tries to open the previously connected workspace and would start it unneeded if it was in a stopped state.

This is a genetic behavior of VSCode where it tries to connect to any previously connected Remote.
