Feat: Submit workspace diagnostics to the template author

Currently, the template author will need to build a coder_app to get feedback on a workspace and then try to pre-fill as much of the workspace meta data.

Ideally there should be an easy way to provide this feature when a workspace user runs into an issue.

Great idea. We've had similar thoughts here, it'd be cool to add.

also often to run diagnostics on a running workspace (or one that failed to start currently..), has to be done via kubectl.

The ability for a template to expose these commands needs to debug an issue would help as well.
