What is takes_value?

Hello, I am a beginner.
I want to know what "takes_value" means.
I read the document but only tells me that "Specifies that the argument takes a value at run time."
What if I do not add this sign? Will the clap matches argument but doesn't take value? Why do you design this way?

takes_value says that an argument has a particular value associated with it. Such as -o value or --option value, without that clap calls it a "flag" or an argument without an associated value such as -o or --option.
