Invite Users is a function that should be reserved for Internal Product Administration (Solutions Team).

Standard User, GlobalView, Regional Admin should not be able to invite users to the application, at least not until the phased enrollment plan has completed in FY2025, and while we are working on the new RBAC application structure.
