"Cirrus CI / Build Parsing Results" check shows warning annotations failed to retrieve "ci/docker_linux/Gemfile": file does not exist

Follow up to flutter/flutter#89993

The check is neutral now so it's not blocking PRs, but it's still showing warnings, which confuses people

This got deployed earlier this morning and seems is working fine now and you don't have the warning here flutter/flutter#90450
