No rebuild on instance reschedule #1196

Build restart automatically when instance is getting rescheduled

AFAICT, the job was re-run once (see All Other Runs), but the re-run got rescheduled too. I've noticed the same behavior for our aarch64 job (e.g., https://cirrus-ci.com/task/4993236477935616) in the last few weeks - ~every run gets newly rescheduled (aarch64 only), incl. the re-runs, so the job mostly fails for a few weeks now. Too bad it's a deployment job.

The docs state:

All automatic re-runs and stateful tasks using compute credits are always executed on regular VMs.

Looks like this broke for aarch64 re-runs lately.
