Update Packager spec to avoid failures after March 2022 #1059

The updated Fauxhai is going to drop older platform data and the packager spec has hardcoded versions in it. The versions should get removed here since we're not trying to compare different behavior between different versions of these operating systems. This will allow us to utilize the latest OS release data and avoid these tests breaking in the future.
