Automate creation of settings.xml file for release

create shell file that create settings.xml that we will use for release based on few environment variables which contains passwords.

CI will store in environemnt variables passwords and other secret values.
we need create file that is ready for use by maven. So shell script should create a file.

if settings.xml file exists with different content, do backup of such file as settings.xml.back.
