Prerelease clarification

Hello! I am looking to set up a prereleases on the branch we develop against 'canary'. I'm reading the docs for prerelease and I'm unclear on how the workflow would go in CI, or if there is a manual step involved:

Should I run changeset pre enter canary in CI each time or is that a command I only need to run once locally, then commit the pre.json file to lock that branch into prerelease mode?
