Can the changeset bot do it?

@thelinuxlich I think this works already.

I use the bot to add a changeset file to my PRs.
The changeset file gets merged to the main branch.
Then the bot (or maybe action) generates another PR where the versions are bumped.
I merge the Version PR and then the action checks if the new versions are published to (github packages) NPM registry.
