How can I change release body content and title?

I want to change my release title as follows:

v0.0.0

Prefer to view CHANGELOG.MD for more info.

changeset-cli generages tag that looks like packagename@v0.0.0 in my monorepo, the action project reused this. But the monorepo services only for one package, we don't need to add packagename prefix. On the other hand the release body really can not change.
