Feature request: Link release to pull request

This functionality may already exist, but I haven't seen it.

I switched from using semantic-release, and it has an action that, when a release is made, comments on every pull-request that was a part of the release to notify anyone following the pull-request that it has been released.

Maybe this could be part of the changeset-bot, but I think it might make more sense as part of the GitHub action so it could be more easily configured.

I'm happy to work on a pull-request for the feature if it is something others want to use.
