Describe the problem/challenge you have
The Carvel project has a lot of repos associated with it. These repos share a lot of common needs (such as github workflows, boilerplate files, etc) that create toil when they need to be updated.

Describe the solution you'd like
It'd be awesome to have a single source of truth repo (such as https://github.com/vmware-tanzu/carvel-release-scripts) that is copied to all the other repos so that everything is in sync.
