At the risk of introducing opinions (#214), it'd be nice to introduce automatic code scanning.

tfsec would also be cool. It's somewhat redundant with our use of DivvyCloud, but it can generate SARIF files for use with GitHub Advanced Security.

tfsec would allow us to add comments to our Terraform to ignore warnings (like about how our log buckets don't have logging enabled).
