Misattributed publish metrics due to topic aliases

Expected Behavior

IncomingMeter.register_publish should properly match count and size against the proper aliased topic.

Current Behavior

in handle_device_payload the Publish struct is cloned when it is passed to append_to_commitlog which handles topic alias resolution but the original struct is passed to the metering routine.
