b-taginput allows duplicates when using create-tag props.

Steps to reproduce

Expected behavior

don't allow duplicates.

Actual behavior

duplicates are allowed. and not able to disable the same.

@mary-josephine-1 allow-duplicates may not work if you customize create-tag. You may use before-adding prop of b-taginput to check if the new tag is already in locationsAllowed. No new tag will be added if before-adding returns false.
