Add a new page about the deprecation of Python 2.7 to the Migrations section. Integrated into the sidebar and the Quickstart page. Updated documentation copyright to 2021.

Added the new "Migrating from Python 2.7 to Python 3" page,
as well as basic changes to link it into the TOC and sidebar.
Other changes to the doc set will come in a follow-up.
Forgot the double newline after the pseudo-headers.
After conversations between nate and the CLI team, it was decided
to clear all the CLI stuff out of this doc. So it's done.
In addition to the year update, this adds formatting to the name
of the "pip" command in a couple of places.
