get_paginator returns False when methods have a next page token

Hello all,

I see certain methods in the API return a next_page_token for example, CostExplorer.get_cost_and_usage, but when using client.can_paginate('get_cost_and_usage') the result is False.

Is this intended? What does paginate mean in the API context if a next page token in the response doesn't qualify as pagination?
