feat(b-form-tags): adds focusin & focusout to wrapper and prevents firing multiple focus/blur events

Describe the PR

Currently focus and blur events are firing every time a user clicks on a tag or on the add button.
This PR changes behavior so that focus and blur events are only emitted when the component gains/loses focus.

To allow hooking into internal focus changes (from/to input, badges(tags) and/or "Add" button), @focusin and @focusout could be used on the component.
