Recently Buildkite added a "failing" status, which lets the UI turn red before the tests have all finished running.

This would be great for all Bazel runs under Buildkite. Sadly this currently requires some realtime BEP parsing, and FWICT in this repo the bep_file JSON is only read after the build completes?
