Description of the problem / feature request:

Currently in java_tools, bazel is still using the old Jacoco 0.8.3 which is not fully compatible with the latest kotlin version. For example, issue like jacoco/jacoco#1086 has only recently been fixed in Jacoco 0.8.7. In order to support instrumenting kotlin classes correctly, we need to bump jacoco version to 0.8.7.

close this since i was using an old commit ,the main branch is already using jacoco 0.8.7
