As far as I'm aware, this repo is the only simple way to run Kotlin's protoc plugin (via kt_jvm_proto_library), and to generate Kotlin-based gRPC services and clients (via kt_jvm_grpc_library).

I believe the core dependencies are already in Bazel's registry (rules_proto, rules_java, rules_kotlin, and grpc-java).
