Both approaches only support the traditional WORKSPACE approach. Furthermore, it would be nice if it would not be required to first manually install the Vulkan SDK. Vulkan SDK should be fetched automatically (https://github.com/zaucy/rules_vulkan) does this with some limitations.

Vulkan SDK is needed to create applications for the 3D Vulkan rendering API.
Would be nice if the Vulkan SDK could be used with a Bzlmod. Support for Windows, Ubuntu 20.04, 22.04, and macOS (arm and x64) would be nice.
There are some attempts to bridge the gap between Vulkan and Bazel:
