Need help understanding the default behaviour of @babel/plugin-transform-modules-commonjs

I read the option importInterop that is default to "babel": link to the docs

When this import interop is used, if both the imported and the importer module are compiled with Babel they behave as if none of them was compiled.

Could anyone elaborate more on why the effects cancel out each other?
