Added a release action to make GitHub & NPM releases automatically by a collaborator request

@jasonsaayman Hi! To make this work, we need to add an NPM_TOKEN with a publishing scope to our GitHub secrets. I think first we can try this script to make a GitHub release v1.2.2 without automatically releasing the npm version. And if successful, we can do an npm release manually.
