Describe the bug

This describes (amongst other things) the AVOCADO_TEST_BASEDIR and AVOCADO_TEST_WORKDIR environment variables. However it does not explain what the "base directory" or "work directory" mean, or how they're set. Searching the docs for "base directory" or "work directory" doesn't seem to show up anything useful either.

System information (please complete the following information):

Website as of 12 April 2023 (Avocado version 101.0, I believe).

This commit adds links to test API, which describes the functionality of
`Test.basedir` and `Test.workdir`. This change will help users to better
understand what are these variables for.
