Per golangci/golangci-lint#2746, golangci-lint now supports using staticcheck with Go 1.18.

Explicitly re-enable the linter so that it can be used with the unstable image.

Enable staticcheck in golangci-lint unstable image

The staticcheck linter now supports Go 1.18. Re-enable so
that it can be used by golangci-lint.
